Meg, in this economy, is it better that 100 'local' companies employing 10 people each succeed? Or would 10 'mega-huge corps' employing 1000 people each be better?

At the end of the day, it's a step in the right direction in getting renewables going...and at the same time a chance to give more people jobs.

I think that its ok in a bidding process to give a few extra bonus points to local. Otherwise only the mega-huge corps that have massive buying power can compete and that isn't necessarily the best thing for the economy.

Something that may not seem so “protectionist” is if the Government set up a venture capital / investment company for this purpose. It could have a PR / advertising department and a business management department to help the companies that they invest in as small inventor types do not tend to have these people already. If manage right the venture company would only need an initial cash investment from the government under the stimulus funding and then it should be self funding. This would be green funding, Ontario only, and not a constant tax drain, all in a perfect world.
